Respected Madam,

We the Madiga Community of Scheduled Caste of Andhra Pradesh respectfully submit the following memorandum for your kind attention.

The Total number of Madiga Community is 70,98,522, among them 60,27,308 (48.85 %) are Scheduled Castes and remaining 10,71,214 are Dalit Christians in Andhra Pradesh. The Enclosures I & II explain population information of all Scheduled Castes and Dalit Christians in AP (1961 - 2001 Census). Because of so many reasons the fruits of reservations have not been reaching Madiga Community. Though the percentage of Madiga population is high, the reservation attained by this group is less when compared to Mala Community. It is clear in all the fields like, Government Jobs (Enclosure – III), Admissions into Educational Institutions (Enclosures –IV&V), Literacy Rates among Scheduled Castes (Enclosure-VI) Social Welfare Schemes, Political Appointments to different statutory and non- statutory bodies (Enclosure –VII), including almost all Social, Educational, Economical and Political fields by using the reservations the Mala Community is well developed and the Madiga Community is in backward conditions.

There are 59 sub- Castes among Scheduled Castes in A.P. As a matter of fact there are only two major Sub- Castes, around which the other Sub – Castes are associated. Among the Scheduled Castes, Mala Community 52,19,143 (42.30 %) has advanced very much and developed Socially and Economically. B.N.Lokur Committee (Enclosure–VIII) states the same and recommended for De-Scheduling the Mala Community from Scheduled Caste in 1965 itself. Though the Madiga Community is ahead of all in Population 70,98,522 it is lagging behind in every aspect of advancement. The Mala Community has reached the zenith of progress. We the Madiga Community wish to attain that stage of advancement. This will be possible only if the reservations quota of 15 % is shared proportionally basing on the population and on the backwardness of the Scheduled Castes.


The Madiga Community has been demanding for the Categorization of Reservations based on the population for the past 30 years. Though the leaders of Madiga Community represented Jalagam Vengal Rao CM of A P(1974) & Kotla Vijaya Bhaskar Reddy CM of A.P (1994), the efforts remained futile.

Along with the time the movement intensified and lakhs of Madiga people demanded for Categorization of Scheduled Caste Reservations. In 1996 the Government appointed one man Commission to look into the issue. Based on the report and with the approval of all parties unanimously the Andhra Pradesh Government made the Categorization of SC reservations into A.B.C.D on 7-6-1997.

The Categorization of SC reservation is made by Govt. of A.P basing on the proportion of SC population. The SC reservation 15 % is distributed among Scheduled Castes Relli 1 % (A-Group), Madiga 7 % (B-Group), Mala 6 % (C-Group), and Adi-Andhra 1 % (D-Group) depending upon the strength of the population. All the Scheduled Castes (59) are benefited by the Categorization of Scheduled Caste reservation (Enclosure – V ).

The Mala Community approached High Court against the Categorization of SC reservations and the High Court single Judge cancelled the G.O. Again in 22-4-1998 with the unanimous approval of all parties the Government made an ordinance. The Governor sent that for the opinion of the President. The President approved the ordinance in 30-11-99. On 1-4-2000, the Govt. made an Act on Categorization with unanimous approval of all parties.

The Mala Community leaders went to High Court. The High Court full bench supported the Categorization of Scheduled Caste reservations into A.B.C.D. The Mala Community further went to Supreme Court in January 2001 . On 5 Nov 2004 the Supreme Court cancelled the Categorization of SC reservations in A.P. and declared that the parliament alone has power to make this type of Categorization in SC reservations.

Right from the beginning of the movement Congress Party has been supporting the Categorization of Scheduled Caste reservations into A.B.C.D in A.P., realizing the backwardness of the Madigas and 57 sub castes of Scheduled Castes. On 10-12-2004 the Andhra Pradesh Assembly made a decision with the support of all parties unanimously for making Categorization of Scheduled Caste reservations into A.B.C.D and sent the proposal to parliament for Amendment.

The Punjab Government Categorized the SC reservations between Balmikis and Mazbi Sikhs with equal proportion on 5-5-1975. This will stand as a support for the Categorization in Andhra Pradesh.



Parliament Amended the Constitution for more than 100 times. Though the Parliament Amended 25 times regarding to SC/ST Reservations, there is no single Amendment relating to proper implementation of SC / ST reservations. The following are the few important Amendments relating to SC/ST reservations.

The Amendments 8,23,45,62 and 79 provided the extension of reservations for SC/ST and Anglo-Indians for further ten years. Amendment 65 for establishment of statutory status to the National Commission for SC & STs. Amendment 81 relating to backlog vacancies of SC & STs. Amendment 82 related to relaxation in qualifying marks and reservation of posts for SC & STs. Amendment 85 provides for consequential seniority in the case of promotion to SC & STs.

Amendment 72 provided for the quantum of seats reserved for the ST in the Tripura Legislative Assembly for 10 years until re-adjustment of seats. 73 & 74 Amendments provided reservation of seats for women, SC & STs for the Panchayats and Municipalities. Amendment 77 provided for reservation in matters of promotion for SC / STs

Amendment 76 relating to the extension of reservation (69 per cent) has been increased by the Tamil Nadu State Government, 50 percent to Backward Classes, 18 per cent to Scheduled Castes and one percent to Scheduled Tribes. The Supreme Court ( Indira Sawhney vs. Union of India AIR, 1993 SC 477) on 16 November 1992 ruled out the same stating reservations should not exceed 50 per cent.
The Tamil Nadu Government enacted a legislation, namely, Tamil Nadu Backward Classes, Scheduled Castes and Scheduled Tribes (Reservation of Seats in Educational Institution and of appointments or posts in the Services under the State) Bill, 1993 and forwarded it to the Government of India for consideration of the President of India in terms of Article 31-C of the Constitution. The Government of India supported it by giving the President's assent to the Tamil Nadu Bill.

The reservations did not reached equally to all Scheduled Castes in AP.. You have very much concern and sympathy for the development of Scheduled Castes and Scheduled Tribes. Hence, the Madiga Community request you to act in favour of Categorization of reservation into A.B.C.D in Andhra Pradesh. We submit this memorandum with full hope that it will receive your sympathetic consideration for effective action.

Krupakar madiga garu,First i appreciate u for starting this website though i belong to mala community i support catagorization u are deprived of opportunities many decades,u deserve 7% of 16% sc reservation.I want to know whether there is any mala caste site just like your madiga dandora..if u know it please send me a mail to chirutha419@yahoo.co.in I just want to be in touch with my caste people.

As a concerned citizen of India, I am strongly against catagorization of SCs. I view it as a dirty political game of vested interst to make people belonging to SCs fight against each other. Benifits of reservation or other development programmes have neither reached Mala nor any other caste or tribe covered under the list of SCs or STs during the last six decades. Neither SCs or STs have been empowered. They have practically no say in political, administration, judiciary, legislation,Industry, business or media. Real beneficiaries have been upper caste representing minority. Reservation should be made for them in proportion to their population and balance should be open for others to control their dominance in every field.
